Mr. O'Brien has over 28 years of Master Planning experience with both the public and private sector.

He has prepared just about every type of land use application, including Comprehensive Plan Amendments, Zone Changes, Subdivisions, Planned Unit Developments, Wetland and Flood Plain Alterations, Conditional Use Permits, Annexations, Urban Growth Boundary Amendments, Local Improvements Districts and Text Changes to Zoning Ordinances and Comprehensive Plans.

He has extensive experience in the preparation of site plans for residential, commercial and industrial projects. He has performed services in all Cities and Counties in the Portland Metropolitan Area. His private development experience includes the master planning, design, administration and construction of 16,000 subdivision lots, and 4,000 apartment and mobile home units, RV and park spaces.
